Their public counter is open limited hours — Monday and Friday from 9 AM to noon, and Tuesday through Thursday from 9 AM to 3 PM. They do not serve on weekends. And because they handle a high volume of requests across all of Sacramento County, turnaround times can stretch to two, four, even six weeks with no guaranteed timeline.

The Civil Bureau serves a wide range of civil documents, including:

Summons and Complaints — The most common civil filing. The Sheriff will attempt personal service at the address you provide.

Wage Garnishments — Earnings Withholding Orders served on employers. The Sheriff charges $45 for this service.

Bank Levies — Notices of levy served on financial institutions to freeze and collect judgment debtor funds.

Family Law documents — Summons for divorce, custody, and support matters using form FL-115.

The Civil Bureau also handles levies on personal property, real property, and safe deposit boxes, as well as Sheriff’s sales — services that only a law enforcement agency can perform.

Where Turnaround Times Become a Problem

The Sheriff’s Civil Bureau does not publish guaranteed service timelines. California courts generally advise submitting documents at least 30 to 40 days before a hearing date when using the Sheriff. In practice, routine service can take two to six weeks depending on staffing levels and caseload.

There are several reasons for the delay:

Limited service hours. Deputies serve process between 8:00 AM and 3:00 PM on weekdays only. If the person you need to serve works during those hours and is not home until evening or weekends, the Sheriff’s attempts will miss them repeatedly.

No weekend or evening service. Many people are only reachable outside of standard business hours. The Sheriff does not attempt service on Saturdays, Sundays, or evenings.

High volume, limited staff. The Civil Bureau handles service requests for the entire county — Elk Grove, Rancho Cordova, Citrus Heights, Roseville (via coordination), and everywhere in between. When volume spikes, turnaround slows.

No skip tracing. If the address you provide is wrong or outdated, the Sheriff will return the documents unserved. They do not investigate alternative addresses or attempt to locate the person. For hard-to-find individuals, you need skip tracing.

Non-refundable fees. The Sheriff’s $50 service fee is non-refundable whether or not service is successful. If the person cannot be found at the address provided, you’ve paid $50 and still need someone to complete the serve.

Can I use a private process server instead of the Sheriff?

Yes. California law allows any registered process server, any person over 18 who is not a party to the case, or the Sheriff to serve civil process. You are not required to use the Sheriff. Many attorneys prefer private process servers for the faster turnaround and flexible scheduling.

What if the Sheriff already tried and couldn’t serve the person?
