Blue Shield of California is one of the state’s major health insurers, covering approximately 4.5 million Californians. The “Blue” brand name is shared by dozens of independent Blue Cross Blue Shield-licensed organizations nationwide, and that similarity creates genuine confusion when attorneys and their staff try to identify the correct defendant. The Correct Legal Entity — And What It Is NOT
The correct entity is Blue Shield of California, which operates under its formal corporate name, California Physicians’ Service, a California nonprofit mutual benefit corporation. It is headquartered in Oakland, California.
Blue Shield of California is not the same entity as:
• Anthem Blue Cross — Anthem, Inc. (now Elevance Health) is a for-profit Delaware corporation that operates in California under the name Anthem Blue Cross. It is a completely separate legal entity with a different ownership structure, different registered agent, and different litigation profile. • Blue Cross of California — This is a subsidiary of Anthem that operates within California. Again, a different entity entirely.
• The Blue Cross Blue Shield Association — This is the national licensor of the Blue name and cross/shield marks. It is headquartered in Washington, D.C., and is not a party to individual policyholder disputes in California.
Blue Shield of California is California-only. It does not operate in any other state. If your client’s health plan was issued in California and the insurer is Blue Shield, your defendant is California Physicians’ Service dba Blue Shield of California — or simply Blue Shield of California, depending on how the entity holds itself out in the plan documents.
